placement of webappsec in the cc line

Subject: placement of webappsec in the cc line
Date: Sun, 21 Aug 2005 11:53:29 -0700

the cc line instead of the To: line seem a bit odd?

echoed to the list, include the lists in the To: line instead of the cc
line...

Am I off base here?
