It's not just pass rules that require SID.
SID's act as a unique identifier for a rule. This is why they are
required. Plus it's just good practice.

Thanks Jeff....interesting that it just kicked in with version 2.6.1.
Personally I'm not sure I see the benefit of sidding pass rules..but
eh..guess I'll just have to add them now.
