If you do a snortcenter search on source forge there is a project called 'snortcenter2x' that has been maintained up through 2.3x, should work with 2.4. The developer on it has been busy as of late, but it should work with the current versions of snort. If you are wanting to do something more windows based activeworx (http://www.activeworx.org/) has a very nice gui tool for windows that is regularly maintained.
