I think BleedingEdge Snort puts the person who submitted the bleeding rules, but Brian or others would have to comment on adding the author once a rule is added to the Snort rule distribution.
Great efforts are made to give credit where it is due when anyone submits *anything* to the Snort project, that includes rules, documentation, code, the people who test etc.... As I previously mentioned in this thread, for rule and rule documentation we put the authors name and contact information in the rule document.
