Password strength is based on the time and computing power required to guess it. The possible combinations increase exponentially with each added character, and 6-8 characters was considered an acceptable compromise between security and practicality. This could still be adequate as long as it includes upper/lower case letters, number & symbols, and protections against password attacks such as authentication lock-outs, etc. Keep in mind that "best practices" are essentially subjective recommendations based on a consensus of "practitioners". They are subject to change, they are often not the same from guideline to guideline, nor are they universally applicable.
