 We currently run ~12 sys admin/network admin folks with about 7 desktop techs  
for an ~4000 workstation/200 server infrastructure  involving mostly Windows 
workstation and server platforms,  but with about 40 Unix/Linux server 
platforms.  That seems to work fairly well for us.  Of course, there are 
moments of frantic activity, but never any boredom

engineer for every 250 users.  Is this generally true in practice?

We define system administrator/network engineer as someone who has
5-10
years experience in all OS and who is responsible for the operating
system
and hardware.
