That depends...
...would a lawyer say. ;-)

But it's true, that depends on the size of your network, on the number of
platforms your are running a.s.f.
For a single platform (users all on a 'cloned' desktop, servers are similar)
you get the 1/250 and can get beyond that for large networks.

But you have to add 'heads' for additional platforms.
