I technician per 250 means no project work, i.e. no oportunity for growth in
the position. They will probably will be fire fighting all of the time. Will
be very frustrated with the job which translates to high turnover for the
position.

As far as predicicting how 250 humans are going to behave on a day-to-day
basis ... well that's a Pandora's box I won't even attempt to open.

We define system administrator/network engineer as someone who has 5-10
years experience in all OS and who is responsible for the operating system
and hardware.
