Definitely the people. Sure, more secure software would be very
helpful, but no software prevents the users from pickly lousy
passwords, or from giving them out over the phone to whoever asks. No
hardware prevents the new manager who has more authority than brains
from thinking he knows what he's doing when he yanks a cable out of
somewhere. Nothing but  training (over and over again) can convince a
user that the information they deal with so casually on a day to day
basis really is sensitive, and can be very damaging when in the wrong
hands.
