Hi

suggest you capture the direct end user responsibilities including
(but no tlimited to)
- reporting of security weaknesses 
- broad tenets of policy on email, internet, use of computers, Id
cards, proximity cards
-  a brief on the cyber law of the land
- a caption / mascot that every one can relate to security
- all end user policies
-
