Unfortunately I cannot really help you with the summarized info, but i can 
give you a few sites where you could find some information:
 Info about the EU:
http://europa.eu.int
 Access to EU Law (be aware that each indivudal country can have it's own 
laws)
http://europa.eu.int/eur-lex/lex/en/index.htm
 http://europa.eu.int/scadplus/scad_en.htm gives some summaries. I think the 
link Information Society might give you some good information.
