You may want to have a look at http://www.somap.org/ 

With SOMAP we want to program a Security Management tool/software. Plus we
define documents layouts and reports structures which we then want to use
to generate reports from within our software.  

The software/tool is designed to be multiplatform, multilingual and based
on COP/GSHB/ISO17799 standards. Configurable to respective local law and
requirements/guidelines.

Yes, we release everything we do under the GPL (or another Open Source
licence to be defined for the documentation) and would welcome every
helping hand.
