Information Services Consultant – Disaster Recovery Services
Newberry Group Employee-Onsite at Government Site in Kansas City

The qualified candidate must be well versed in the technical areas of disaster 
recovery planning, and business resumption planning for information technology 
operations.  The qualified candidate shall have expert level experience in: 
developing and maintaining IT Disaster Recovery (ITDR) Plans, coordinating ITDR 
exercise, developing ITDR test and exercise plans, auditing tests and exercises 
in order to determine weaknesses, strengths, and remedial actions required to 
ensure effective recovery capabilities for a large Federal data center, and 
preparing after action assessments, reports and lessons learned.

The qualified candidate must have expert experience in using business 
continuity planning software, preferably Strohl Systems LDRPS, be highly 
proficient using MS-Word, MS-Excel and MS-Projects software, and possess strong 
abilities in technical writing, meeting facilitation and presentation.  
If needed, pre-authorized travel would occur outside of the standard work 
hours. 
1.      Coordinate with system owners to develop new and assist in the 
recurring maintenance of established disaster recovery plans for client’s 
general support systems and major applications. The general support systems and 
major applications reside on both mainframe and midrange platforms. Coordinate 
with system owners to develop and maintain sections of disaster recovery plans 
for customer- owned dedicated IT systems. 
2.      Maintain call trees and coordinate and conduct alert and notification 
drills (call trees) and prepare after action reports and track remedial 
actions.  Includes the compilation of call success reports for presentation to 
client’s management.
3.      Develop IT disaster recovery test schedules, test plans, and after 
action reports. Coordinate and track remedial actions following tests, 
training, and exercises. 
4.      Plan, coordinate and conduct all elements of disaster recovery testing 
including table top and full-scale functional exercises for mainframe, midrange 
and network platforms. 
5.      Conduct planning meetings with technical systems personnel to gather 
requirements and data required for the creation and documentation of IT 
disaster recovery plans for multiple hardware platforms.    
6.      Conduct business impact analysis for IT systems. Includes the ability 
to develop survey questions, ascertain mission critical business processes, 
assist system owners in arriving at realistic recovery time and recovery point 
objectives and the development of disaster recovery strategies and DR plans 
stemming from BIA analysis. 
7.      Assist in the development and update of contingency-related security    
accreditation documents for IT systems. 
8.      Assist in preparing various reports for internal and external auditors 
and     regulatory bodies. 
9.      Develop and make presentations regarding contingency management 
practices. Presentations could be in the form of classroom training, workshops, 
formal or informal briefings. Presentations could be developed using slides or 
e-training tools. 
10.     Actively participate in staff status meetings. 
11.     Participate in special initiatives or projects where contingency 
planning expertise is required. For example, contribute to sections of 
technical proposal for new or re-competed business, solicitation of alternate 
facilities, or off-site storage services. Assist in the planning and 
implementation of new DR strategies. Assist in the publication and distribution 
of contingency planning documents. 
12.     Coordinate the maintenance of vital records for disaster recovery 
purposes. 
13.     Use the Tivoli Information/Management INFO/MAN as required ascertaining 
the status of problem, change and incident management. Add and update INFO/MAN 
records as necessary. 

Note: All contingency plans will be developed and maintained in Strohl Systems 
LDRPS.  Expert proficiency in building and maintaining plans in LDRPS or 
similar DR planning software is a high priority for this position.
2.2 KNOWLEDGE TRANSFER

The employee shall adhere to the following governmental regulations and 
guidelines as it relates to continuity of operations: Executive Orders 12656, 
12472, 10480, Presidential Decision Directives 39, 56, 62, 63, Federal 
Preparedness Circulars 65, HSPD-20, Code of Federal Regulation 1236, National 
Strategy for Pandemic Influenza, NIST Guides 800-34, 36, 53, Departmental 
Regulation Series 3500, FISMA 199, OMB A-123 and OMB A-130.

The employee shall review the following government criteria acceptance plan.  
Provide a quality control/quality assurance (QC/QA) plan in response to 
government criteria acceptance plan.

All tasks and documents must meet professional and government standards for 
completeness, accuracy, and timeliness.  The employee shall perform the work 
specified in this PWS in accordance with existing agency policy, procedures, 
guidelines, professional standards, and agreements with customers.  The 
employee shall adhere to government's procedures for security procedures, 
change management, certification and accreditation procedures, critical 
processing hours, acceptable time frames for problem resolution, and procedures 
for system/application maintenance.  This is especially critical when customer 
pre-approval is required or there is a potential impact to other systems.  Any 
deviations from established procedures shall be immediately related to the COTR 
and COR.

The employee shall provide daily, on-going knowledge and technical transfer and 
informal training to the assigned client’s Technical staff (includes both 
Government and non-Government individuals) regarding: 

Disaster recovery strategies, plans, testing, assessment of client-owned 
general support systems and major applications and customer-owned computer 
systems. 

The Technical staff will consist of three to four individuals from the Security 
Staff, and coordination with other staff throughout the client’s 
organization. Both verbal and written communications will be used by the 
employee to transfer knowledge and skills to the assigned technical staff.
