Program Manager
Location:  Reston, VA

Knowledge Consulting Group, one of the DC area’s fastest growing IT firms, 
has an immediate opening for an experienced Program Manager for a DoD client.  
Position will provide a wide range of program and acquisition management 
support, including:

Oversight of daily program activities. Performs cost, schedule, performance, 
risk, quality, security, and administrative duties relative to contract to 
include support to the addition of new contract tasking.  

Provides senior level consulting to the Chief of Information Security on 
subjects including program development, best industry practices, and 
enhancement of existing program areas.
Acts as primary customer contact for program activities, leading program review 
sessions with customers to discuss cost, schedule, and technical performance.  

Provides the Customer with appropriate metrics (results, cost, and schedule) to 
track performance to successfully meet missions and objectives. 

Provides reports and meets with the client, Contracting Officer, and 
Contracting Officer’s Technical Representative as required.

Participates in the negotiation of contract changes. Coordinates the 
preparation of proposals, business plans, proposal work statements and 
specifications, operating budgets and financial terms/conditions of contract.

Ensures appropriate resources and staffing needs are addressed.  

Manages a team of 20 individuals providing Information Assurance supporting 
(including ISSO, Auditor and 24x7 Operations Center support), including 
recruiting, mentoring, counseling, and discipline as required.  Ensures 
compliance with DoD Directive 8570.

Will spend at least 2 days of the week at customer site in Crystal City, VA.

Required Education/Experience

Applicants selected will be subject to a government security investigation and 
must meet eligibility requirements for access to classified information. Top 
Secret/SCI clearance required.

Bachelor’s Degree and a minimum of 10 years of professional experience in 
DoD program management environment.

Familiarity with DoD acquisition requirements, including FARs and DFARs. 

Excellent writing, communication, and team-building skills. 

Capable of handling multiple high priority tasks. 

Hands-on, recent experience in an IT PM role, managing contracts over $20m, 
including experience with Federal Acquisition Regulation (FAR) and contract 
specific statutory and regulatory requirements as they relate to providing 
technical services to DoD agencies

Managing very large, complex, programs with multiple classification levels and 
security requirements, with responsibility for schedule, budget, security, and 
product quality.
Working in an environment consisting of multiple contractors and Government 
personnel.

Managing resources, including financial planning, cost control, and personnel 
hiring for large programs. 

Preferred Education/Skills
Master’s Degree
PMP Certification
