This posting is to fill three (3) Information Security Officer positions in the 
District of Columbia Government, Washington, DC, USA.
Brief Description of Duties:   The purpose of the positions are to provide 
support to DC agencies and other Information Technology (IT) personnel relating 
to security control implementation, standards compliance, vulnerability 
identification and mitigation, and strategic security planning.  This positions 
are responsible for ensuring the confidentiality, integrity, and availability 
of systems, networks, and data through the planning, analysis, development, 
implementation, monitoring, maintenance and enhancement of Districtwide 
systems, programs, policies, procedures, and tools.  In addition, expertise may 
be required in one of the following business areas: E-Government, Data Center 
Operations. 

Provides guidance and development of District IT security policies and 
procedures, and monitors adherence in order to ensure information systems 
reliability and accessibility, and to prevent and defend against unauthorized 
access to systems, networks, and data. 

Conducts agency IT security risk and vulnerability assessments for planned and 
installed information systems. Assists in developing information systems 
security contingency plans, business continuity plans, and disaster recovery 
procedures, and monitors agencies in their implementation and observance. 
Develops and implements programs to ensure that systems, networks, and data 
users are aware of, understand, and adhere to IT security policies and 
procedures.  Develops and administers District-wide information security 
awareness and education program. 


JOB REQUIREMENTS
---------------------------------------------------
Ranking Factor #1:    Demonstrated knowledge of information systems security 
principles, concepts, practices and emerging issues.  Knowledge of industry 
standards, technology trends, and network terminology.  
 Ranking Factor #2:   Demonstrated knowledge of the total infrastructure 
protection environment and project management skills to direct and manage the 
development of plans for systems that anticipate, identify, eliminate, and 
prevent information system vulnerabilities.  
 Ranking Factor #3:    Demonstrated knowledge of policy, planning, and 
management concepts, methods, and practices.  
 Ranking Factor #4:    Demonstrated skill in written and oral communication.  
 Ranking Factor #5:    Data Center Operations: The following experience is a 
plus: mainframe operating systems, databases, and security environment, i.e., 
MVS O/S390, ACF2, RACF2, SQL, DB2, JCL, SAS, TSO, CICS; UNIX (AIX); Windows 
NT/2000, Server 2003, and Microsoft Office products.
