New York City's fastest growing Department, the Department of Information 
Technology and Telecommunications (DoITT) is a nationally recognized provider 
of customer service based IT solutions and services. DoITT provides an array of 
services to other City agencies as well as directly to the citizens of New York 
through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data 
Center and Telecom Divisions.

JOB DESCRIPTION:
Reporting to the Assistant Commissioner for IT Security, the Security Policy 
Manager will head a unit tasked with formulating and publishing IT security 
policies and procedures for the City of New York. Responsibilities will 
include: 
- Head a unit tasked with formulating and publishing IT security policies and 
procedures for the City of New York; 
- Security policies will cover the full scope of IT activities such as 
operations, networking, system administration and applications. 
- The Security Policy unit will also develop operational security guides to 
support published policies. These security guides will be used by IT personnel 
in over 50 City agencies to help them strengthen the security of their 
operations;
- Participate in the City's Computer Emergency Response Team, the primary IT 
responder in case of an electronic attack on the City's information 
infrastructure. 



JOB REQUIREMENTS
---------------------------------------------------
PREFERRED SKILLS:
- Excellent written and verbal communication skills; 
- A minimum of two years of experience in developing computer security policies 
and/or operational security guides; 
- Strong subject matter expertise in computer operations required; 
- In-depth knowledge of operating systems, firewalls, IDS, IPS, email security, 
LDAP, content filtering and single sign-on are desirable. 
- A CISSP certification (or similar) is desirable, although not a requirement.
- Experience in managing projects, staff and consultants. 

The candidate should be prepared to provide a portfolio of sample policies 
and/or guides that they have personally authored or edited.

CIVIL SERVICE QUALIFICATION REQUIREMENTS:
1. A Master's Degree in computer science from an accredited college and three 
years of progressively more responsible, full-time, satisfactory experience 
using mainframe, mini- or micro-computer technology in computer applications 
programming, systems programming, computer systems development, data 
telecommunications, data base administration, or planning of data processing, 
at least 18 months of this experience must have been in an administrative, 
managerial or executive capacity in the areas of computer applications 
programming, systems programming, computer systems development, data 
telecommunications, data base administration, or planning of data processing or 
in the supervision of staff performing these duties, -OR-
2. A Bachelor's Degree from an accredited college and four years of experience 
as described above  -OR-
3. A four-year high school diploma or its educational equivalent and six years 
of experience as described above, -OR-
Education and experience equivalent to the above. However, all candidates must 
have at least a high school diploma or its equivalent and must possess at least 
three years experience as described above, including the 18 months of 
administrative, managerial, executive or supervisory experience as described 
above.
NOTE: The following types of experience are NOT acceptable; superficial use of 
preprogrammed software without complex programming, design, implementation or 
management of the product; use of word processing packages; use of a hand held 
calculator; primarily the entering or updating of data in a system; the 
operation of data processing hardware or consoles.
