The Role        
•  Identify and mitigate the risks to the Organisation’s people & 
services; 
•  Protect our people, systems and infrastructure;
•  Manage any disruption to minimise the effects
The Deputy Head of Business Continuity is responsible for supporting the Head 
to place resilience and Business Continuity Management at the heart of the 
Organisation’s culture - key considerations at every stage of planning and 
implementing new services; and absolute requirements of the ongoing business.

The role will support the Head in providing leadership and coordination across 
the Organisation to deliver appropriate arrangements to respond to disruptions; 
local, civil and/or national emergencies; such that the Organisation’s 
people are kept safe and the organisation can continue to provide its services 
come what may
Purpose of the Job      Lead the design and delivery of an effective Business 
Continuity (BC) management function across the Organisation

Lead the development of the corporate framework for the Business Continuity 
Plans

Coordinate and manage the corporate wide Business Continuity teams

Develop the organisation of the Business Continuity Unit’s Incident 
Response arrangements to support the Organisation in times of crisis
Key Tasks       Lead the development and management of a strategic Business 
Continuity framework across the Organisation to provide appropriate continuity 
and resilience measures for everyday operation, as well as protection and 
disaster recovery arrangements for the Organisations people, output and 
business should an emergency occur.

Set the standards, policies and arrangements for Business Continuity at a 
strategic level across the Organisation. This to include the hierarchy for the 
overarching Corporate Continuity Plan supported by the appropriate key cross 
Divisional and Divisional Plans.

Provide guidance, support and co-ordination of continuity planning, scenario 
exercising, cross-divisional testing, Business Continuity training and 
awareness, risk management and disaster recovery across the Organisation. This 
to include the development and management of a training programme for directors 
and senior management in their Business Continuity roles and responsibilities

Manage and support the pan Business Continuity & Disaster Recovery Team (BCDRT)

Benchmark the Organisations continuity arrangements externally by developing 
and maintaining effective external relationships 

Lead the development and delivery of a regular “state of readiness” 
review of Business Continuity Plans across the Organisation

Contribute to organisational and strategy issues as they affect Business 
Continuity Management

Manage the resourcing of incident response to support the BCDRT and the 
Organisation’s emergency arrangements. 

Lead the follow-up to incidents to ensure timely provision of reports, 
understanding and dissemination of lessons learnt and updating of Plans, 
arrangements and procedures, as necessary.

Develop and or review Business Continuity standards and requirements for the 
key providers in the supply chain, including devising and implementation of 
KPIs and SLAs.

Deputise for the Head of Business & Broadcast Continuity internally at Exec 
Board meetings; and externally to represent the Organisation at the Cabinet 
office and other Government agencies; and other organisations as required. 

Provide line management and training within team as required
Knowledge, Skills & Experience  Educated to degree level with recognised 
qualification in Business Continuity Planning 
 
Experience of leading/participating in a professional business continuity team 
environment 
 
Substantial experience of best practice in Business Continuity planning, 
corporate incident management and emergency operations with experience gained 
at a senior level in a large, complex organisation

Significant experience of acting in the capacity of an internal or external 
consultant

Ability to deal with strictly confidential and highly sensitive proposals and 
documentation

Highly developed interpersonal skills: tact, discretion and ability to build 
credible relationships with senior leaders and operational staff from a range 
of disciplines. 

A proactive approach to strategic issues, and good analytical and problem 
solving skills

Excellent time management and prioritisation skills, with comprehensive 
understanding of programme and project management

Ability to draft clear and concise reports and other professional documentation

Results orientated, with the resilience and stamina to maintain momentum and 
achieve objectives in the face of obstacles. conflict and competing demands

A positive, energetic and creative approach to problem solving.
