Background

 

The Department of Veterans Affairs (VA) Office of Information and Technology 
(OIT) Continuity of Operations (COOP) team is responsible for managing a 
variety of projects that are designed to maintain and improve the COOP posture 
within the Office of Information and Technology.  The IT COOP team is 
responsible for formulating guidance enabling the OIT to carry out critical 
National Security and Emergency Preparedness continuity planning to ensure that 
the VA can fulfill its mission to provide services to veterans in the event of 
a national emergency.

 

·         The OIT, in support of the COOP Project, need to update the VA 
OIT COOP procedures. The OIT documentation must be put back into compliance to 
form a solid basis for the IT COOP team to build upon.  

·         This task requires highly experienced federal level COOP 
Program Support to the VA IT COOP program. This support shall be temporary in 
nature to assist with the updating and preparation of plans and procedures that 
are significantly out of date. 

·         The selected Project Lead shall provide highly experienced 
staff and high level guidance to ensure that IT is in compliance with the new 
National Response Plan and the updated Federal Preparedness Circular (FPC) 65 
as well as guide the new IT COOP team to ensure that the program is on course 
for the future. 

·         Once complete, the IT COOP full time employees (FTE) should be 
able to maintain the documentation without support. 



JOB REQUIREMENTS

Title of Project: Continuity of Operations (COOP) Program Support 

 

·         Project Lead shall review existing plans, policies, 
procedures, directives, and associated documents for deficiencies and 
discrepancies; provide a report on these deficiencies and discrepancies; make 
modifications to the existing COOP plans, policies, procedures, directives, and 
associated documents and deliver the modified COOP plans, policies, procedures, 
directives, and associated documents.  


Summary: 

IT COOP experienced in the following areas: Information Assurance, Business 
Impact Analysis, Risk Management, Risk Assessment, IT Contingency Planning, 
Crisis Communication, Business Recovery, and Disaster Recovery. 
Responsibilities include the discovery, design, development, exercising and 
maintenance of all documentation supporting the IT Continuity of Operations 
Plan and Disaster Recovery Manual, including policies, procedures, guidance and 
technology solutions. Knowledge/understanding DITSCAP 

 

Qualifications: 

Bachelor's degree, related technical training (or equivalent experience) plus 
at least six years of directly related experience including one year of 
leadership experience. Must have proven skills in applying advanced Information 
Technology design, principals, concepts, methods, standards, and practices in 
designing, testing and implementing system architectures, system 
infrastructures, and application delivery in the development, implementation, 
maintenance, and oversight of a reliable and robust Business Continuity and 
Disaster Recovery, and emergency preparedness plans. Strongly desires a 
candidate with an active clearance
