This may require the use of probes in the network to capture ISP or VoIP data which cannot be collected by an internally designed intercept mechanism. This position requires the employee to track live intercepts, making certain that there are no technical issues after inception and take down the intercepts after the current order has expired. There will be constant communication between the Technical Services Engineer and the Law Enforcement agency both before an intercept is activated and during the “active” period. In many instances the law enforcement collection facilities are not capable of receiving the transmitted data and therefore development work will have to be done with the manufacturer to bring the equipment into compliance. Position Overview ·Ensure that electronic surveillance orders are activated / deactivated within the provisions of the court order ·Ensure that the carrier is kept in full compliance with electronic surveillance laws regardless of the network elements that are introduced into the network ·Perform status checks to maintain flawless operating standards ·Create and execute test plans to exercise the abilities of the current switching facilities Job Function Overview ·Act as a liaison between the carrier and law enforcement ·Ensure that work is within the provisions of the Security Systems & Integrity provisions of CALEA ·Perform initial LEA consultation as a result of a pending order oExamine collection equipment to ensure compliance §Work with law enforcement’s collection vendor to assist in the modification of their equipment as necessary oDiscuss various delivery options and the security required based on the order (FISA, Title III, Pen Register Trap / Trace) oAssist in the provisioning of the collection facilities ·File paperwork in accordance with the rules and regulations of CALEA and existing electronic surveillance law as the custodian of records ·Verify subject information, facilities and services for electronic surveillance requests ·Validate routing to law enforcement for both content (UDP) and data (TCP) ·Activate links to law enforcement verifying integrity of data to be sent to them ·Insert forms into switching equipment to activate surveillance oEnsure that switch translations have been accepted by the network oEnsure that information is being captured and relayed to law enforcement ·Get appropriate authorization from carrier executives as required by CALEA ·Complete paperwork required under the Systems Security and Integrity provisions of CALEA for maintenance of secure and accurate surveillance records ·On-call for emergency response oAvailable 24/7 for activation of electronic surveillance requests pursuant to certification by law enforcement which is governed by the rules of electronic surveillance laws oConduct follow-up survey with law enforcement officials within 24 hours of activation oFile appropriate paperwork required by CALEA Requirements ·BSCS / BSEE ·Knowledge of Windows/Unix ·Working knowledge of sniffers, probes, VPN concentrators, Routers, Network Address Translation, firewalls, TCP / UDP, SSH, IPSEC ·In depth knowledge of Wireless, TDM as well as VoIP / softswitch networking ·Background in CALEA ·25%-50% travel Other Skills/Abilities ·Familiar with the development cycle/testing requirements ·Familiar with the investigative process ·Ability to work independently and in a team ·Ability to adapt to different environments and learn new technologies quickly ·DOJ Top Secret Security Clearance a plus *Must be able to pass a High Level Security Clearance JOB REQUIREMENTS --------------------------------------------------- see job description.
