Additional Information

This position is located in the U.S. Department of Education, Office of 
Inspector 
General (OIG), Systems Internal Audit Team.  The Team conducts audits of 
internal Departmental systems, provides advice and assistance related to the 
Department's internal systems, provides real-time assessment of information 
technology developments, conducts general and application control reviews, 
conducts quick response audits, conducts research on best practices and 
emerging technologies, and reviews the Department's proposed Information 
Technology (IT) policies for the Department.  The employee participates in 
audit programs to evaluate the efficiency and effectiveness of information 
technology.  Assignments include all phases of large scale, completx IT related 
audits.  The employee applies a comprehensive knowldedge of information 
technology 
practices, including IT investment management, IT architecture, systems 
design, systems development and procurement, systems operations, information 
security, and the IT regulatory environment.  GS-11:  The incumbent 
primarily performs audit activities on a work team.  He/she performs 
essentially 
the same duties and exercises as those outlined in the GS-12 Auditor position.  
The position requires the knowledge and participatory skills to work in a team 
environment.  Also, the work requires professional knowledge and abilities 
comparable to those of a GS-511-12 position.  However, the complexity of 
assignments and scope and effect of work performed are less than at the GS-12 
level.  Additionally, the  guidelines available to the incumbent are usually 
more 
directly applicable to the work and the incumbent is able  to choose, 
interpret, 
and adapt available guidelines to fit most situations encountered in his/her 
assignments.  GS-12:  Participates on or leadership of a team that performs 
audits 
of greater than average difficulty.  Responsible for applying a professional 
knowledge of government auditing standards and generally accepted accounting 
principles to corporate, government, and non-profit organizations.  The 
employee 
must also be able to apply an understanding of business strategies and plans  
federal laws, regulations and program guidelines  and industry operating 
practices 
to the planning, budgeting, and performance of audits, assessment of the risk 
of 
fraud and abuse, and the preparation of effective recommendations.  
Professional 
knowledge in accounting and auditing is required to perform work of unusual 
scope, difficulty, and responsibility involving the more complex operations of 
various organizational elements of the Department of Education.  Applicant must 
be skilled in the modification and application of audit/evaluation techniques 
and 
methods for the acquisition and analysis of data.  GS-13:  Incumbent performs 
audits and carries out other activities in connection with Education Department 
organizations and program participants.  However, based on the incumbent's 
expertise in auditing, he/she typically conducts, coordinates, and integrates 
audits of exceptional complexity, which have undefined boundaries and can 
expand 
to and across nationwide and organizational components.  In addition, the 
incumbent participates in the development of annual audit plans and in 
longer-range planning for the audit program.  The incumbent also develops work 
systems and methods to effectively speed the conduct of audits and analysis 
work.

QUALIFICATION REQUIREMENTS: 

Basic Requirements:

A.Degree:  accounting or a degree in a related field such as business 
administration, finance, or public administration that included or was 
supplemented by 24 semester hours in accounting.  The 24 hours may include up 
to 6 
hours of credit in business law. 

OR

B.Combination of education and experience--at least 4 years of experience in 
accounting, or an equivalent combination of accounting experience, 
college-level 
education, and training that provided professional accounting knowledge.  The 
applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of 
appropriate type and quality.  This can include up to 6 hours of business law 

2. A certificate as Certified Public Accountant or a Certified Internal 
Auditor, obtained through written examination  or 

3. Completion of the requirements for a degree that included substantial 
course work in accounting or auditing, e.g., 15 semester hours, but that does 
not 
fully satisfy the 24-semester hour requirement of paragraph A, provided that 
(a) 
the applicant has successfully worked at the full-performance level in 
accounting, 
auditing, or a related field, e.g., valuation engineering or financial 
institution 
examining  (b) a panel of at least two higher level professional accountants or 
auditors has determined that the applicant has demonstrated a good knowledge of 
accounting and of related and underlying fields that equals in breadth, depth, 
currency, and level of advancement that which is normally associated with 
successful completion of the 4-year course of study described in paragraph A  
and 
(c) except for literal nonconformance to the requirement of 24 semester hours 
in 
accounting, the applicant's education, training, and experience fully meet the 
specified requirements.


(GS-11)

Three academic years of graduate education.  OR

A doctoral or equivalent degree.  OR

One year of specialized experience that equipped the applicant with the 
particular 
knowledge, skills, and abilities to perform successfully the duties of the 
position, and that is typically in or related to the work of the position to be 
filled.  This experience must be equivalent to the GS-9 level in the Federal 
government.  Examples of such experience include: working as a member of an 
audit 
team  conducting surveys and audits of financial records or operations  
undertaking segments of program-wide audits using conventional techniques  
planning audits  and reporting audit results.

Completion of a percentage of the three-year graduate education requirement and 
a 
percentage of the one-year work specialized experience requirement that equals 
100%.  To make this determination, first convert the amount of graduate 
education 
completed into a percentage.  For example, completion of two-years of graduate 
courses meets 67% of the education requirement. Then convert the amount of 
specialized work experience into a percentage.  For example, one-half year of 
specialized work experience, meets 50% of the work experience requirement.  
Then 
add the percentages together.  If they equal 100% or more, this requirement is 
met.
