Position: Compliance Officer
Location: Jersey City, New Jersey, US
Type: Permanent F/T

This position is for a Technical Project Manager for a major NY Investment
Banking firm in the compliance department.
Compliance Technology has several (3+) open positions for strong technical
project managers to lead efforts to address growing demands in meeting growing
compliance and reputational themes. Our technology group is seeking to fill
opening to cover areas noted below. Each require strong project and people
management skills, strong technical background and the ability to work closely
with the business and help shape strategic solutions and implementations for
our organization
Divisional Compliance Technology: Ongoing effort to build automated exception
detection across Fixed Income and Equities product lines and regions. Package
integration and proprietary development is required to process and perform
analytics on high volume order/execution events.
Anti-Money Laundering Compliance: Growing regulatory, national and
international focus to prevent money laundering and terrorist financing has
required financial institutions to implement technology solutions to monitor
client transactions and activity. In addition, increased focus and due
diligence requires firms to maintain an awareness of our client identity and
relationships. The globalization of the AML Transaction Surveillance and
Customer Due Diligence requires interaction and coordination with a wide range
of business units, technology groups and regions throughout the firm –
defining a strategy to meet current and ongoing AML requirements.
Research Compliance: Address and meet requirements driven by the US Global
Equity Research Settlement affecting the controls and independence of the
firm’s Research product.
Central Compliance: Manage, gather and implement technology solutions to meet
requirements between GS and regulators across all regions. Focus has increased
to create a global portal to allow self-serving for Compliance officers and
employees to improve visibility into their compliance data and profiles. The
system will eliminate duplicative data entry and reduce the manual nature of
the current processes associated with Registration, Outside Accounts, Outside
Business, Activities, Private Investments, and Political Contributions.
Additional initiatives include the development of a global regulatory reporting
system aiming to develop a rules engine for control and management of
regulatory disclosures and Chinese Wall surveillance.
• Managing a technical team, coordinating project responsibilities and
assignments, setting priorities and project plans
• Working closely with business groups to define and negotiate
requirements
• Coordinating with wide range of technology groups, managing
expectations, negotiating requirements and services with business users,
technology groups and 3rd party vendors.
• Proposing and defining strategic flows, providing detailed technical
leadership and guidance to junior members
• Supporting all phases of project lifecycle i.e. analysis, design,
development, testing, installation and training.
• Define a long-term strategy to meet growing regulatory requirements
JOB REQUIREMENTS

Platforms: Unix, Linux, Windows Office Suite
Databases: Sybase, Oracle with a strong transition to UDB
Software: Java, Swing, JSP, Servlets, HTML – C (migrating away).
• 8 to 12 years of relevant experience working in comparable environment
• Strong technical project management skills with proven ability to
manage development team of approximately 3 or more people
• Strong interpersonal and communications skills – work closely with
business users and technologists. Ability to effectively communicate across a
broad audience
• Prior hands-on technical experience in application development using
Java, UI interfaces, database architecture and modeling across distributed
platforms
• Highly motivated, organized, strong analytical/problem solving skills,
attention to detail and excellent follow-through
• Proficient in putting forth presentation material in Excel, Word,
PowerPoint and MS Project
• Candidates should have a Bachelors degree from an accredited college or
university
