If You do have Cisco switches/routers (others may apply too) You can use built-in measuring capabilities. For Cisco IOS-based switches look for "rtr responder". You can read results from the IOS directly. To graph results You can use eg. Cacti. See http://www.cacti.net/ Cacti needs additional configuration to be able to collect & graph rtr data.
