This is because the US DoD specified 7 successive writes, alternating between 0's and 1's, as the standard for a secure wipe a number of years ago. The idea behind this is to account for small inaccuracies between the head and write point on the hard drive, which has become smaller and smaller with each passing year. Writing is now has such a small margin of error that perpendicular magnetic technology is used to store data[1]. The only 100% secure wipe is melting the hard drive. You need to look at the value and type of data you wish to erase and balance the time & costs with regards to the data.
