If it has lapsed it is not current and than this is a false representation. If you state that you had a CCNA but it lapsed on the resume - this is ok. However, by listing it when it is expired and not stating that it is expired, you are making a fraudulent misrepresentation to the prospective employer. This is a misdemeanour crime so I would not recommend it.
