You could start with the excellent GPL project WiFidog
(http://dev.wifidog.org/wiki/About). It supports the
centralized/decentralized approach for many hotspots, SSL, automated
signup/authentication, and runs on the Linksys WRT54G router as
firmware, or on Linux. You'd have to add the ad banner part yourself - I
suspect that's all that is missing. And I'm sure they'd love it if you
contributed your code back to their project. I've used their hotspots
many times (part of the Île Sans Fils free wifi project in Montreal)...
might save you a tonne of development time.
