You might consider keeping DHCP, but removing the public pool of addresses. Lock each IP address down to specific MAC at the DHCP server. You will be able to retain many of the benefits of DHCP such as the ability to remap IP address blocks from the server instead of changing IPs on each client individually, as well as maintaining other important data at the server level such as the pointers to the router IP and the time server for your subnet.
