:that practical experience and many times a degree is not even

As other people have stated, it is crazy to compare a CISSP to a Bachelor's
degree. High school does not teach you how to think, write and speak well.
You may acquire those skills later on, but it isn't the CISSP that is giving
them to you.
Thus, to look for a CISSP and then make a conclusion about that person's
ability to cope is an instance of invalid reasoning. On its face, holding a
CISSP cert doesn't tell you anything other than at least they can memorize.
However, to look for a college degree tells you at least they can show up on
time for 4 years and memorize and exhibit basic writing and speaking skills.
