The one point to make in this all is the behaviour of a GPO that sets
password policy. 

If you apply a password policy to an OU, it will impact local accounts
on the computers in the OU but will not impact any domain accounts if
you already have a password policy on the domain level.

I believe there has been much discussion on this topic (or maybe it was
a different list I'm on) and I'm sure you can dig it up the whole
thread/argument if you want more info or detail on this.
