Thanks everyone for the help.  Aparently there is already a utility
that will output the plaintext, so I don't really need to figure out
the encoding scheme anymore.

I can provide a few more examples if anyone would like figure it out. 
I'm still a little curious, but I don't need to break it anymore.

The characters appear to be modified somehow, then base64 encoded. 
Two more samples: d RA==, and dd REc=
