Adam,
You can easily bypass that by manually setting a static IP. Reservations
does nothing to increase security.

Unless I am mistaken, almost any DHCP server has settings to allow this.
In windows, just exclude the entire range. Then assign IP's by
reservations based on MAC address.
In linux its all handled in side the reservations file, very similar to
this.
