There is a utility called pst19upg.exe that is actually used to upgrade a pst file. Now, every time I try to open Outlook, I am asked for my Personal Folders Password. My problem is that I don't know the password because I never had one i.e., in the past, I would double click on the Outlook icon and the application (along with all my emails!) would open right away. Along with asking for my password, there's an error message - "The server is not available." Here's what happened: I came home one evening and decided to go into IE to delete cookies, delete files and delete the history folder. Right after that, the system started requesting my password!
