local printer definition

Hi,
We limit the rights of our XP users. 

But we want to give them the opportunity to define themselves a local
printer (usb) whose driver is already present on the XP base.
 
The membership of the power user group is not a good solution (due to
extra rights linked to this group). 
Do you have another solution ?
