Encoding of stdout messages

I have an application that keys off OpenSSH sftp server replies on stdout, like 
the following:

sftp> get file.dat
Fetching /local/users/alclin/file.dat to file.dat

Do the OpenSSH foreign language installs, like a French version, return the 
sftp replies like
"Fetching /local/users/alclin/sftp.dat to sftp.dat" in French or English?
