SCP from OpenSSH to Fsecure SSH, unable to establish SCP version 2

Hi guys,
Do you have any experience on why this is happening?
I have OpenSSH and FSecure SSH in my environment.
When I tried to perform SSH or SFTP from OpenSSH client to FSecure SSH
Server, there is no problem. However, when I tried to perform a SCP from
OpenSSH client to FSecure SSH server, i encountered some problems.
