The syslog says nothing, however, we followed that lead, and it turns out that the server is a VPS, running in OpenVZ (yeah, I didn't know this, I'm just proxying for the admins here). And this particular host imposes an arbitrary limit of 64 ptys per server zone. Upping that limit solved the problem temporarily.
