Try chrootssh: http://chrootssh.sourceforge.net/ 

Been using it for years. Works great. All you have to do is set up the chroot 
environment for the user and then put a "." in the home dir path in 
/etc/passwd, such as: /home/./joe

Other other, use FreeBSD jails.
