Nothing ventured nothing gained.

I did not see a way to allow one sshd session to have 2 separted
authentification methods, but you may want to try starting up to
separate sshd using their own config/settings to meet you needs.

 Have the local session "ListenAddress" localhost & internal nic eth0?
& "PasswordAuthentication yes".

The external session "ListenAddress" on the external nic "eth1?" &
"PasswordAuthentication no"
