I assume you mean PuTTY is the SSH Client and OpenSSH is the SSH Server
and you try to setup public key auth from client to server.

You may want to follow the steps as shown in this URL, it uses NULL
passphrase for the private key to achieve automated "Remote Copy", this
may NOT be what you want, change to suite your need.
