we run openSSH 3.8 on windows 2000 ADS recently often receive client's complaint that they cannot connect server. look into windows event log (application) there'is many logs like this from sshd Cygwin process id =0x5A4 error : fork : resource temporarily unavailable every time it occur, I restart openssh, the error went away for serveral hours.
