When I built:

openssh-4.0p1

with

- openssl-0.9.7e
- zlib-1.2.2

sftp client does not hang

same build (i.e. same configure options)

with

- openssl-0.9.7f
- zlib-1.2.2

and the sftp client hangs.

NOTE: I also had the same problem building

openssh-3.9p1

with

- openssl-0.9.7f
- zlib-1.2.2

So as you suggested, it seems like some change
introduced in the latest OpenSSL code is causing
this.
