If your going to do it by IP, you can use TCP wrappers. This works fine our Linux boxes, but does not work on our AIX 5.1 installation. I assume because sshd may have not have been compiled with tcp-wrappers support.
From what I've managed to gleen from a few google searches, you should be
able to get TCP wrapper support on AIX.
