-R vs. -L determines which "end" is forwarded. -L forwards connections to
ports on the local machine, transforming them into connections to what you
specify in the forward.

If I understand correctly, what you want to do is:
ssh -v r -L 11523:w:1521 -g -N
and then point your oracle tools to localhost as the database.
