I had similar symptoms recently because there was an instance of ssh already running. Another instance of ssh was being started by inetd and so when the sshd service tries to start, it cannot bind to port 22. The solution is to hash the offending lines in /etc/inetd.conf, kill the processes, then start sshd. Webmin is helpful here.
