extremely slow connection

Subject: extremely slow connection

A Web search found no simila situations.
Glentlemen,
Connections to one of my computers are excessively slow both from external Inet adresses and from the LAN.
There is no firewall. Connection is through a router that forwards port 22 to the sshd machine on the LAN that is running FreeBSD v. 4.11 with P3 500mz CPU. The Apache server is apache+mod_ssl+ipv6-1.3.31+2.8.19.
Default configuration.
Adding remote host address to hosts file speeded up ftp for the remote login but ssh remains slow.
The delay to login is more than 1.5 minutes. Once logged-in, everything functions normally. Ftp connection is instantaneous. Reverse DNS lookup is not used.
I had not connected by ssh for quite some time. Previously, the connection was almost instantaneous.
I canot think of anything that might have changed in the system other than changing from apache 13 and Openssl to apache+mod_ssl+ipv6-1.3.31+2.8.19
I really would appreciate any suggestions.
Thanks in advance.
Philip
