Living in the present environment of the Patriot Act, where the Constitution is thought of as "just a goddamned piece of paper" by the President, does that to some.

appears to be the brainchild of Emery C. Martin, "Emissary to the U.S. Department of Homeland Security", and who knows if there is any truth to:

"The Neighborhood Network Watch is a domestic community based group that analyzes and collects network traffic from open public networks, for national security purposes. The group was founded in 2006 with the help of its parent organization the U.S. Department of Homeland Security."

But he is out there beating-the-drum at Hunter College and NYU.
