This is ok on a private WAN, or if you have the permission of the ISP (and this means all the ISP's from your system to the Site) On the other hand if you do flood the target and cause any damage to any party along the way as a direct consequence of the scanning than you are liable for tortious negligence and damages to all effected parties. Eg, if you scan the target and the ISP gateway router is not up to the task shutting down and causing a loss to the ISP, you are the person instigating the scan are liable for all damage to the ISP and also to any other client of the ISP unless you have express permission from the ISP and all of the ISP's clients. Lets hope that your PI insurance is good...
