It strongly pointed that a VPN server was running on that IP, but ike-scan
returned negative 
result. Do you have any suggestions as to what device is using that IP?

Since you have an open TCP port, have you tried 'nmap -O' against it?  If
so, what's the fingerprint look like?  Can you match it to anything?  Cisco
VPN Concentrators are fairly unique in terms of both hardware and software,
and as such the TCP fingerprint is distinguishable from say a router or a
PIX.

Having ike-scan find 0 transforms usually means that the VPN gateway is
either configured  only for peer-to-peer IPSec tunnels, or not configured
for IPSec at all.  It doesn't mean much about the type of device itself
beyond the inferences you can draw from the way it's been deployed.
