I have met a lot of "Certified" people who take a good test. And yes I
have a lot of certs, but they were/are "required" after I already had
the positions.
You should really "know" something. If you end up on the other side of
the table from people like me or Pand0ra during an interview and you
can't answer technical or policy items you have stated on a resume, it
will be embarrassingly painful.
Like the CCIE we interviewed that could not explain a 3 way handshake
in simple terms (or at all for that matter.)

I am not big on certs (despite having been forced to get some to make
upper management happy) but I have a hard time believing a CCIE does not
understand the basic formation of a tcp connection. That's just sad.
