"Licensure" grants a legal right in the public domain (as opposed to a contract, which grants a legal claim against another), and as such can only be issued by a government agency. They typically are thought of as granting the right to engage in professional trade (doctor, lawyer, PE, barber), but they also are used for more mundane activities, such as a driver's license, a marriage license, or a fishing license. If it's not from the government, it's not a real license. What's being discussed here is "Certification", and I think we all know the difference.
