You can do targetted link saturation, i.e. specify how much bandwidth 
you want to take up with a pseudo "attack", using WAN Killer, which 
should still be one of the tools in the SolarWinds Professional Plus and 
up toolsuites.  See:

I believe you'll need a box running echo or chargen on the opposite end 
of the "attack".

Not really a DoS on the particular service you might be looking at, but 
it's great for just inducing load, particulary to watch an IDS sensor 
drop packets and if / whether your attacks go un-noticed because.  Hope
